Some people think they have the right to use as much fresh water as they want, while others believe the government should control the use of fresh water as it is limited resource. Discuss both views and give your own opinion. (2013-9-28// 2016-12-10)
Fresh water is considered as one of the most valuable resources in this planet, but due to the growing population and the increasing demand in agriculture and industry, its consumption is so huge that water shortage is becoming increasingly severe in many parts of the world.
Some people believe the government has the obligation to intervene and take steps to combat the situation. With water wasted in farms, factories and households, water crisis is deteriorating to the extent that it is urgent to reduce water consumption and conserve fresh water resource. If the authorities could raise the water price, or set the maximum quantity of water consumption in factories, or forcibly promote water-saving technology in agriculture sector, the water use is expected to decline.
However, some people object to the government's intervention and believe citizens have the right to use water as they want. The main concern is that the living standard may be lowered and inconveniences may be caused in daily lives as a result of the limitation of water use. What is worse, it could even give rise to poor sanitary conditions and the spread of diseases. The demerits of the government's policy should also be noted. Raising water price seems to be an effective solution, but it would hurt the interests of the general public on a larger scale.
As far as I am concerned, it is justified for the government to take feasible measures to resolve the water crisis. Meanwhile, the public should also be educated to use water reasonably rather than randomly.
